Social Conditions in Manhattan: In the dark, narrow hall, one spigot provides all the water used by four families for drinking, cooking, cleaning, washing, etc. The boy shown is an undersized, thin, pale lad of 7; his sister is a year older. The building stands on East 3rd Street, between First Ave. and Ave. A and is owned by a wealthy family which turns over its property to agents.
