Fort Schuyler United States Army Reservation: Laborers are seen working on top of the northeast wall of the fort's third quadrangle under the supervision of the W.P.A. This is part of the general improvement operations being conducted on the reservation in connection with its lease by the War Department to the State of New York for nautical educational purposes.
