According to the New York Times of November 8, 1937, page 25: Commissioner of Parks, Moses proposes the acquisition of a lot 250 x 100 for an approach to a proposed pedestrian bridge to Wards Island. Said lot would be on the north side of East 103rd Street and west of the East River Drive. It appears in these views with a heap of granite thereon.
